Bleu is a French cloud provider that delivers Microsoft 365 and Microsoft Azure as a so-called cloud de confiance. The service is built on Microsoft technology under a strategic partnership, and is aimed at the French State, public agencies, hospitals, regional authorities and operators of vital importance, among others. Users therefore get the familiar Microsoft services, but consumed as a public cloud from Bleu rather than directly from Microsoft.
Bleu was created by Capgemini and Orange, both French, as a joint venture, and presents itself as independent. According to Bleu, the services run in a French cloud, on data centres in France. Bleu is ISO 27001 and HDS (health data hosting) certified and states that it is still in the process of obtaining SecNumCloud 3.2 qualification from the French cybersecurity agency ANSSI. The software is not open source. For a European organisation this means French owners and French hosting, but technology from a US supplier; the precise licensing and dependency arrangements are not publicly described.
