Blogger is Google's blog publishing service. Users create a blog with their own blog address, control who can read and edit it, change its design, add pages, posts, images and videos, and manage comments. A custom domain can be connected and several accounts can be used side by side. Blogger is a hosted service that works in the browser, with nothing to install yourself.
Blogger is provided by Google, which is part of Alphabet and headquartered in the United States. Use is governed by the Terms of Service, the Blogger Content Policy and Google's general Privacy Policy, which states that information may be processed on servers outside your own country. Blogger's documentation contains no separate data processing agreement or region choice for Blogger. For European organisations this means that content and account data fall under US jurisdiction, including the CLOUD Act, and that they may want to consider an alternative for their own publishing channels whose hosting and processing in Europe are contractually defined.
