Coder is a platform for cloud development environments and AI coding agents that organisations host themselves. Developers work in standardised, centrally managed workspaces on the organisation's own servers or cloud, and AI agents run with governance and access control on that same infrastructure. It is positioned as a self-controlled alternative to hosted development environments such as GitHub Codespaces. The core product is available as source code on GitHub under the AGPL-3.0 licence; a separate enterprise licence covers paid features.
Coder is developed by Coder Technologies Inc. in Austin, Texas (United States). Because customers run the software on their own server or cloud platform, the organisation decides where code and workspaces are located; according to its privacy policy, Coder's own services and website are hosted in the United States. The US headquarters matters for contracts and support rather than for where the self-hosted environments run. For transfers outside the EEA, the privacy policy refers to Standard Contractual Clauses.
