Collabora Online: sovereignty score and 8 European alternatives

Collabora Online is a browser-based office suite in which teams edit text documents, spreadsheets, presentations and drawings together. It is built on LibreOffice and supports many file formats, including Microsoft formats and ODF. Organisations run it on their own infrastructure, scale it with Kubernetes through the COOL Controller, or use it through a hosting partner. It can be embedded in other platforms, including Nextcloud, WordPress, Moodle and SharePoint. A separate development edition, CODE, exists but is not intended for production.

Collabora Online is offered by Collabora Productivity Ltd, a company with its registered office in Cambridge, United Kingdom. The United Kingdom is outside the EU. The source code is open source (MPL-2.0 and other licences) and auditable. Because you can host it yourself, you decide where your documents are stored and who has access; with a hosting partner, the location depends on that partner. For a European organisation, it is a way to combine online document collaboration with control over its own infrastructure.

Why digital sovereignty matters with Collabora Online

Collabora Online is headquartered in GB, outside the EU. Contracts and data therefore also fall under non-European law. The GDPR applies through contractual terms, but in a conflict with local legislation you have less certainty than with a European vendor.

Data is hosted exclusively in the EU, so Collabora Online scores best on data residency.

Collabora Online is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Collabora Online together with your other vendors and gives a total score, a heatmap and the main risk drivers.
