LibreOffice: sovereignty score and 8 European alternatives

LibreOffice is a free office suite for individuals, organisations and public bodies. It consists of Writer (word processing), Calc (spreadsheets), Impress (presentations), Draw (drawings and diagrams), Base (databases) and Math (formulas). The OpenDocument format is its focus, and it can also open and edit Office Open XML files. LibreOffice is installed locally as desktop software for Windows, macOS and Linux; a viewer app is available for Android.

LibreOffice is developed by a worldwide community of contributors under the umbrella of The Document Foundation, a non-profit foundation under German law based in Berlin, which also holds the trademarks. The source code is open source under the Mozilla Public License v2.0, so it can be inspected, modified and used without depending on a single vendor. There is no commercial parent company. For a European organisation it is a self-managed option in which documents stay on your own devices unless you connect a cloud service yourself, and the open file format limits lock-in.

Why digital sovereignty matters with LibreOffice

LibreOffice is headquartered in DE and therefore falls under European law: the GDPR, NIS2 and the Data Act. No foreign legislation can compel access to your data.

Data is hosted exclusively in the EU, so LibreOffice scores best on data residency.

LibreOffice is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs LibreOffice together with your other vendors and gives a total score, a heatmap and the main risk drivers.
