Coupa: sovereignty score and 8 European alternatives

Coupa is a business spend management platform. It covers procurement, sourcing, travel and expense, treasury and payments, and supply chain design. Organisations use it to gain visibility into and control over spend, optimise their supply chains and manage cash; the vendor emphasises AI support. Coupa is delivered as a cloud service (SaaS), and each customer chooses a Coupa Region when the instance is provisioned.

Coupa is headquartered in Foster City, California, and has been owned by the private-equity firm Thoma Bravo since February 2023, when its stock market listing ended. As a US company, Coupa is subject to US law, including the CLOUD Act. According to its July 2024 security white paper, customer data remains in the selected region; the EU region uses two AWS regions in Germany and Ireland, with backups replicated between them, alongside regions in the United States and elsewhere. Some features, such as InvoiceSmash and OpenAI-supported capabilities, run on Microsoft Azure within the selected region. Users can access the service from anywhere. The software is proprietary.

Why digital sovereignty matters with Coupa

Coupa is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Coupa hosts data in US, EU. Exactly what stays within the EU — and what does not — is defined by the vendor's data processing agreement and sub-processor list, not by a setting you control yourself; check those documents for the precise scope, including backups, logs and support access.

Coupa is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Coupa together with your other vendors and gives a total score, a heatmap and the main risk drivers.
