Datarchipel: sovereignty score and 8 European alternatives

Datarchipel is an open-source platform for data-driven steering of a territory or organisation. It is aimed at municipalities, inter-municipal bodies, public agencies and research institutions. You can collect, store and catalogue data with metadata, process it with a library of operations (geographic, data engineering, statistics), build indicators, charts, tables and maps without writing code, and assemble them into shareable dashboards. It also offers online surveys and forms, and management of organisations and users. It is a software stack that you deploy yourself.

The platform grew out of Terreze, the territorial platform of the Communauté d'Agglomération de La Rochelle, and is run as a digital commons through an open partnership between French partners. The source code is licensed under Apache 2.0. Because you can run the stack on your own or on European infrastructure of your choice, your data stays under your control. The project's website states that development was co-funded by the Banque des Territoires and European ERDF funds through the Nouvelle-Aquitaine region.

Why digital sovereignty matters with Datarchipel

Datarchipel is headquartered in FR and therefore falls under European law: the GDPR, NIS2 and the Data Act. No foreign legislation can compel access to your data.

Data is hosted exclusively in the EU, so Datarchipel scores best on data residency.

Datarchipel is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Datarchipel together with your other vendors and gives a total score, a heatmap and the main risk drivers.
