Decidim is a free and open-source platform for citizen participation and community governance. It bundles participatory processes, proposals that users can submit, comment on and vote on, meetings, consultations and surveys as modules of one application. According to the project's website, public institutions and civil-society organisations are among its users. The software is delivered as a package that an organisation installs on its own server, usually with a local provider or one of the project's partners.
The software is licensed under the GNU Affero General Public License version 3 or later, and its source code is published on GitHub. The Decidim Free Software Association, a non-profit based in Barcelona, maintains it, so no foreign owner or parent company applies. Because the platform runs on infrastructure chosen by the operator, the organisation itself determines the hosting location and access controls, which allows a European public body to keep participation data within its own jurisdiction. The association's pages describe installation on the operator's own server rather than a vendor-hosted service.
