DokuWiki: sovereignty score and 8 European alternatives

DokuWiki is a wiki engine written in PHP that stores pages as plain text files. It therefore needs only a web server and PHP, and no database. Organisations and teams use it mainly to build documentation and keep internal knowledge. It is server software that you install yourself; stable releases carry a date as their version, such as 2026-07-14c.

DokuWiki was started in 2004 by a developer in Germany, who still leads the project together with the DokuWiki community. Copyright is held by that developer and the community; the project pages name no company or foundation as owner. The licence is GPL-2.0. Because you run the software on your own web server, pages and attachments stay under your control and no vendor cloud is required. DokuWiki is listed in the SILL, the French government's list of recommended free software.

Why digital sovereignty matters with DokuWiki

DokuWiki is headquartered in DE and therefore falls under European law: the GDPR, NIS2 and the Data Act. No foreign legislation can compel access to your data.

Data is hosted exclusively in the EU, so DokuWiki scores best on data residency.

DokuWiki is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs DokuWiki together with your other vendors and gives a total score, a heatmap and the main risk drivers.
