Gemini Notebook: sovereignty score and 8 European alternatives

Gemini Notebook, called NotebookLM until July 2026, is Google's research and thinking assistant. It bases its answers on sources you provide and is built on Gemini models. According to Google, it turns files into slide decks, brainstorms into mind maps, and assignments or textbooks into audio and video overviews; each notebook can also execute code for data analysis. Signing in with a Google account is required. It is a cloud service for web and mobile, available to Workspace customers and personal accounts, with a separate Enterprise edition on Google Cloud.

Google LLC is a US company based in Mountain View, California, so the service falls under US jurisdiction, including the CLOUD Act. For the Enterprise edition, Google documents at-rest storage and machine-learning processing in the us and eu multi-regions, except for the Discover Sources feature. For the consumer and Workspace editions, Google documents no comparable data-residency commitment. A European organisation that requires EU processing should therefore choose the Enterprise edition with the eu multi-region and review the terms. The service is proprietary.

Why digital sovereignty matters with Gemini Notebook

Gemini Notebook is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Gemini Notebook hosts data in US, EU. Exactly what stays within the EU — and what does not — is defined by the vendor's data processing agreement and sub-processor list, not by a setting you control yourself; check those documents for the precise scope, including backups, logs and support access.

Gemini Notebook is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Gemini Notebook together with your other vendors and gives a total score, a heatmap and the main risk drivers.
