GitHub Copilot is an AI assistant for software development. It suggests code as developers type, answers questions about code and reviews pull requests. In agentic modes it works through several steps, such as researching a repository and editing files, and prepares changes for a person to review. Developers can choose between several language models. It is a cloud service used through IDEs such as VS Code, Visual Studio and JetBrains, the Copilot CLI, github.com and a desktop app.
GitHub is a subsidiary of Microsoft, a US company, so US jurisdiction applies. Enterprises on GitHub Enterprise Cloud with data residency can enable a policy that routes Copilot requests to model endpoints inside the EU or the US. The policy is off by default, applies only to that plan and limits the models that can be used. European organisations that need processing in the EU should check their plan and model availability.
