Google Cloud Spanner: sovereignty score and 8 European alternatives

Google Cloud Spanner is a managed, distributed relational database from Google Cloud. Data is replicated using a synchronous, Paxos-based scheme, and according to Google Spanner offers global strong consistency and ACID transactions, so applications need no extra logic for eventual consistency. You can create databases using GoogleSQL or a PostgreSQL-compatible interface, which supports a subset of PostgreSQL. Spanner is delivered only as a managed cloud service and is proprietary software.

Google is a US company. Spanner offers regional, dual-region and multi-region configurations. In Europe, regional configurations exist in places such as Frankfurt, the Netherlands, Belgium, Warsaw and Paris; the multi-region configurations include eur3 (Belgium and the Netherlands, with Finland as witness) and eur7 (Milan and Frankfurt, with Turin as witness); and a dual-region configuration exists for Germany. Data can therefore be stored entirely within the EU, but the service remains in the hands of a US provider. For European organisations, legal control over the data therefore remains a point of attention alongside the choice of location.

Why digital sovereignty matters with Google Cloud Spanner

Google Cloud Spanner is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Google Cloud Spanner hosts data in EU, OTHER. Exactly what stays within the EU — and what does not — is defined by the vendor's data processing agreement and sub-processor list, not by a setting you control yourself; check those documents for the precise scope, including backups, logs and support access.

Google Cloud Spanner is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Google Cloud Spanner together with your other vendors and gives a total score, a heatmap and the main risk drivers.
