Government Site Builder 11 (GSB 11): sovereignty score and 8 European alternatives

Government Site Builder 11 (GSB 11) is the content management system of the German federal administration for creating, quality-checking, approving and publishing content on the internet, intranet and extranet. It is based on TYPO3 and provides pre-configured modules for typical public-authority needs, responsive websites, editorial workflows and support for accessible web content under the German BITV. It is delivered as a TYPO3 distribution with extensions, installed on your own web servers.

GSB 11 is developed by ITZBund, the IT service provider of the German federal government in Bonn, on behalf of the Federal Ministry of the Interior, and is open source under the GPL-3.0-or-later licence on OpenCoDE. Hosting at ITZBund is reserved for federal authorities; state authorities, municipalities and others can install the extensions themselves and run them with a provider of their choice or on their own servers. According to the project description, installation currently requires TYPO3 expertise.
