Karpenter: sovereignty score and 8 European alternatives

Karpenter is an open-source node provisioner for Kubernetes. It watches for pods the Kubernetes scheduler cannot place, evaluates their requirements, launches nodes that fit them, and removes or consolidates nodes that are no longer needed. Configuration centres on a declarative NodePool resource with customisable defaults. In this way Karpenter can help limit the compute cost of a cluster. Implementations exist for AWS, Azure and GCP, among others. The project is an alternative to commercial Kubernetes node-optimisation services such as CAST AI or Spot Ocean.

Karpenter originated at AWS and moved at the end of 2023 to the kubernetes-sigs organisation as a subproject of Kubernetes SIG Autoscaling; the AWS provider implementation is maintained separately by AWS. Kubernetes is hosted by the CNCF, part of the Linux Foundation (US). The software is licensed under the Apache License 2.0 and you run it yourself in your cluster; the project offers no separate hosted service.

Why digital sovereignty matters with Karpenter

Karpenter is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Karpenter hosts data outside the EU (US). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

Karpenter is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Karpenter together with your other vendors and gives a total score, a heatmap and the main risk drivers.
