Kilo Code: sovereignty score and 6 European alternatives

Kilo Code is an open-source AI coding agent for developers. It runs as an extension in VS Code and as a plugin for JetBrains, and also as a command-line tool, cloud agent, Slack integration and a desktop app in beta. It offers modes for asking, architecting, coding and debugging, plus a code reviewer. You choose the model yourself: models from major providers, open-weight models, your own API keys or local models.

The source code is MIT-licensed and can be modified and self-hosted. Since July 2026, Kilo Code has been owned by Anaconda Inc. Kilo does not host models itself: requests go to the provider you configure, and your data is governed by your agreement with that provider. Enterprises can get EU data residency, with EU inference through open-weight models from European providers and EU-based cloud compute for cloud agents. According to Kilo, residency depends on the chosen route.

Why digital sovereignty matters with Kilo Code

Kilo Code is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Kilo Code hosts data outside the EU (self-host). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

Kilo Code is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Kilo Code together with your other vendors and gives a total score, a heatmap and the main risk drivers.
