Linea21 is a collaborative platform for steering and monitoring public policies and action programmes. It was originally designed for sustainable-development policies but can be used for any project management or reporting. Local authorities and other public bodies, as well as companies, record indicators, objectives and actions in it and report on progress. It is server software that you install yourself, and the project also offers an API. According to the developer, version 2.9 was announced in September 2026.
Linea21 is published by Intermezzo, an organisation based in Paris that advises local authorities on policy, participation and digital tools. The software is free and open; the Comptoir du Libre, the French catalogue of free software for the public sector, lists the GNU GPLv3 licence and Intermezzo as the service provider. Because you run it on your own infrastructure, policy and project data stay within your organisation. The publisher's website does not describe a hosted offering.
