Mercell is an e-tendering platform for public procurement, founded in 1999. Public buyers use it for procurement planning, tendering, contract lifecycle management, supplier relationship management and analytics. Suppliers use it for tender discovery, market intelligence and for preparing and submitting bids. Mercell is delivered as a cloud service (software as a service).
Mercell is headquartered in Oslo, Norway, which belongs to the European Economic Area but not to the EU. Since August 2022 the company has been owned by funds advised by the US private equity firm Thoma Bravo, after a public takeover and delisting from Oslo Børs. A US parent is the CLOUD Act signal. Mercell's public pages do not state where data is hosted, so public bodies should ask for the hosting region and the sub-processors in the contract. The platform is proprietary and not open source.
