MOOST: sovereignty score and 8 European alternatives

MOOST is an engagement platform for energy providers, municipalities and energy service companies. From smart-meter data it builds a household profile and uses a rule engine to send targeted messages and recommendations, for example about consumption, solar power or tariffs. You create rules without code in a spreadsheet-like editor or with a dedicated rule language. The messages appear in the provider's own app, portal, email or push channels. MOOST also offers analysis of anonymised profiles and automation of in-home devices. The platform is delivered as SaaS; according to the vendor there is nothing to install.

MOOST AG is based in Rapperswil-Jona, Switzerland, and no parent company is named. Switzerland is not in the EU but is an EFTA country with an EU adequacy decision. According to its security policy, the service runs on Microsoft Azure in Frankfurt and Zurich. Azure is a US cloud provider, so assess this against your own jurisdiction requirements. The privacy policy refers to the GDPR and the Swiss data protection act.

Why digital sovereignty matters with MOOST

MOOST is headquartered in Switzerland and falls under Swiss law, including the revised Swiss data protection act. Switzerland is not an EU member, but the European Commission recognises its level of data protection as adequate. Its Swiss headquarters does not by itself bring it under US legislation such as the CLOUD Act.

MOOST hosts data in the EU and in Switzerland. Switzerland is covered by a European Commission adequacy decision, so personal data can go there without extra safeguards. If you require strictly EU hosting, check the data processing agreement for which data is stored in Switzerland.

MOOST is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs MOOST together with your other vendors and gives a total score, a heatmap and the main risk drivers.
