Neos CMS: sovereignty score and 8 European alternatives

Neos is an open-source content management system for creating and publishing digital content, written in PHP on the Flow framework. Editors work on content directly on the page using a WYSIWYG editor. The system offers multi-language and multi-site support, SEO tools, role management, a media centre, publishing workflows and workspaces, among other features. Neos 9 has an event-sourced content repository. You install and operate Neos yourself; there is no mandatory vendor cloud service.

Neos is free software under GPL v3 or later and, according to the project, was created by more than 100 contributors worldwide. The project is supported by the Neos Foundation e.V., an association based in the EU; team members work on the software in their free time or are paid by their employers or customers, supplemented by crowdfunding. The project's website emphasises digital sovereignty with the words "your data, your infrastructure". Because you host the software yourself, you decide in which country and with which hosting provider your data is stored.

Why digital sovereignty matters with Neos CMS

Neos CMS is headquartered in DE and therefore falls under European law: the GDPR, NIS2 and the Data Act. No foreign legislation can compel access to your data.

Data is hosted exclusively in the EU, so Neos CMS scores best on data residency.

Neos CMS is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Neos CMS together with your other vendors and gives a total score, a heatmap and the main risk drivers.
