Omnissa Horizon: sovereignty score and 8 European alternatives

Omnissa Horizon is a virtual desktop infrastructure and application delivery platform. It gives users access to full desktops or individual applications from many devices, with data kept in the data centre or cloud rather than on the endpoint. According to the vendor, it can run on-premises, in private clouds or in public clouds such as Microsoft Azure, AWS and Google Cloud. The product was previously sold under the VMware Horizon name.

Omnissa is a US company with an address in Mountain View, California. Wikipedia reports that Broadcom agreed in 2024 to sell the former VMware end-user computing division, which includes Horizon, to the private equity firm KKR, which is therefore the owner. Because the vendor is US-based and US-owned, US law can apply. Organisations should check where any cloud-hosted components store data, a point the product page does not state. An on-premises deployment keeps desktops and data under the organisation's own management.

Why digital sovereignty matters with Omnissa Horizon

Omnissa Horizon is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Omnissa Horizon hosts data outside the EU (US). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

Omnissa Horizon is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Omnissa Horizon together with your other vendors and gives a total score, a heatmap and the main risk drivers.
