OpenClaw: sovereignty score and 8 European alternatives

OpenClaw is an open-source personal AI assistant that runs on your own computer and carries out tasks through chat apps such as WhatsApp, Telegram, Discord and Slack. It is available for macOS, Windows and Linux, installed via a script, npm or the source code, and also comes as desktop apps. You can connect hosted, subscription-backed or local language models, and a single gateway can be shared by a team. The software is MIT licensed, and according to the site there is no separate enterprise edition.

The project is stewarded by the OpenClaw Foundation, an independent US non-profit (501(c)(3)). According to the foundation, donors such as OpenAI and Amazon do not own or control it. There is no central OpenClaw cloud: data goes to the gateway you choose, so where it ends up depends on your own infrastructure and on the model provider you connect. That allows full control, including with local models. Only the project websites use Google Analytics. For European organisations, what matters most is operating the gateway themselves and controlling access rights and the connected models.

Why digital sovereignty matters with OpenClaw

OpenClaw is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

OpenClaw hosts data outside the EU (US). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

OpenClaw is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs OpenClaw together with your other vendors and gives a total score, a heatmap and the main risk drivers.
