OpenCms is an open-source content management system written in Java and XML, used to build and manage websites. The software is distributed as a download and as a Docker image, so organisations run it on their own infrastructure. The core of the project is released under the LGPL-2.1 licence.
OpenCms is developed by Alkacon Software GmbH & Co. KG in Cologne, Germany, which also provides support, training and consultancy for the product. The company is established in the European Union. Because the software runs on the organisation's own infrastructure, the organisation decides where its data is stored. For a European organisation this offers an open and inspectable base, with operation, hosting and security updates kept under its own control or that of a partner it chooses.
