For European customers, Oracle offers European Union Restricted Access (EURA) for select Fusion Applications including ERP: service environments and customer data stay in EU data centres, and only EU-based Oracle engineers manage the service. Oracle also offers an EU Sovereign Cloud for Fusion Applications, run by EU-registered Oracle entities. The application is proprietary and cannot be self-hosted, so the chosen EU option and the contract determine where data sits and who can access it.
