Ory: sovereignty score and 8 European alternatives

Ory builds open source identity and access management infrastructure for developers. Its offering covers customer identity (CIAM), business-to-business identity and identity for AI agents. Ory is available in three forms: open source components that you run on your own infrastructure, the Ory Enterprise License for on-premises, private cloud or air-gapped deployment with support, and Ory Network, a fully managed cloud service.

The open source components are published under the Apache 2.0 licence, so you can self-host them and decide where identity data resides. According to Ory's security page, Ory Network runs on Google Cloud Platform, and an independent review reports European data residency options; Ory's own pages do not name the hosting regions. European organisations that want to limit exposure to foreign jurisdictions can choose self-hosting or the enterprise licence on infrastructure they control, or have the region and the corporate structure of the managed service confirmed in the contract.

Why digital sovereignty matters with Ory

Ory is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Data is hosted exclusively in the EU, so Ory scores best on data residency.

Ory is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Ory together with your other vendors and gives a total score, a heatmap and the main risk drivers.
