Panoramax is a free, open-source platform for collecting and browsing street-level photographs. It is presented as an open alternative to Google Street View. Contributors upload geolocated pictures that can be browsed on a map. The project is federated: anyone can run their own server instance, and public instances are operated by IGN and OSM France, among others. The software can be self-hosted, so organisations can keep their imagery on their own infrastructure.
The two organisations operate the flagship public instances alongside a Panoramax team. IGN, the French geographic institute, is headquartered in Saint-Mandé, France. The server software is published under the MIT licence and can be installed without a vendor contract. The project pages do not describe GDPR commitments or data-processing terms for the public instances. For a European organisation, the main sovereignty points are the French governance and the option to host the software on its own infrastructure. Where a photo is stored depends on the instance that holds it.
