Pelias: sovereignty score and 8 European alternatives

Pelias is a modular open-source geocoder that uses open data and Elasticsearch to turn addresses and place names into coordinates, and coordinates back into places and addresses. Developers use it to add search and reverse geocoding to their applications. The software can be installed locally or used as the Geocode Earth cloud webservice. The source code is released under the MIT licence and developed by Geocode Earth together with community contributors.

Geocode Earth operates the cloud service under the legal name Cleared for Takeoff, Inc. Its privacy policy states that data is stored and processed on services in the United States, and it mentions no EU hosting option, data processing agreement or list of sub-processors. Organisations that install Pelias themselves keep geocoding requests within their own infrastructure, which is the relevant difference for European organisations. Pelias is an open alternative to commercial geocoding APIs such as Google's, one that the operator can run and maintain itself.

Why digital sovereignty matters with Pelias

Pelias is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Pelias hosts data outside the EU (US). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

Pelias is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Pelias together with your other vendors and gives a total score, a heatmap and the main risk drivers.
