Puppeteer: sovereignty score and 8 European alternatives

Puppeteer is a JavaScript library with a high-level API for controlling Chrome or Firefox through the DevTools Protocol or WebDriver BiDi. The browser runs headless by default. Developers use it for automated testing, screenshots and automating browser tasks. It is distributed as npm packages: puppeteer downloads a compatible Chrome during installation, while puppeteer-core contains only the library.

The Puppeteer site carries a copyright notice from Google, Inc., and the project is licensed under Apache-2.0. Google is headquartered in the United States. Because Puppeteer runs locally or on your own infrastructure and does not rely on a cloud service from its developer, the library itself sends no data out of your environment. The dependency lies mainly in the Chrome browser it downloads and in the direction Google gives the project. As an open-source project, its code can be inspected and, if needed, maintained by the user.

Why digital sovereignty matters with Puppeteer

Puppeteer is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Puppeteer hosts data outside the EU (US). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

Puppeteer is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Puppeteer together with your other vendors and gives a total score, a heatmap and the main risk drivers.
