Rasa is a platform for building conversational AI agents for customer-facing use. Its approach is called CALM (Conversational AI with Language Models): language models interpret what the user wants, while structured flows and business rules kept in version-controlled files define the steps the agent takes. Rasa Pro is the licensed distribution, and a free Developer Edition licence lets teams build and run agents. Teams run Rasa on their own infrastructure and choose between hosted and self-managed language models.
Rasa Technologies GmbH is based in Berlin, and the company also has a US entity, Rasa Technologies Inc, in San Francisco; its website does not say which of the two is the headquarters. The earlier open-source framework, released under the Apache 2.0 licence, is in maintenance mode, and development centres on the licensed Rasa Pro with CALM. Because Rasa can run on your own infrastructure with a self-managed model, a European organisation can keep conversation data in its own environment. The US entity is relevant when assessing jurisdiction.
