RisingWave: sovereignty score and 8 European alternatives

RisingWave is a distributed streaming SQL platform that ingests, transforms and serves real-time data using PostgreSQL-compatible SQL. Thanks to built-in storage it serves low-latency queries without separate databases, caches or message queues. You can run RisingWave yourself as open-source software, use it as a managed service (RisingWave Cloud), or run it in your own AWS, GCP or Azure account through bring-your-own-cloud.

RisingWave Labs is based in San Francisco. The core engine is licensed under Apache 2.0 and can be self-hosted free of charge. With bring-your-own-cloud, the entire data plane runs in your own cloud account and you choose the region, so data can stay in a European region; the control plane, however, is operated by RisingWave. A European organisation that wants to keep control of its data can consider self-hosting or bring-your-own-cloud in an EU region.

Why digital sovereignty matters with RisingWave

RisingWave is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

RisingWave hosts data in EU, OTHER. Exactly what stays within the EU — and what does not — is defined by the vendor's data processing agreement and sub-processor list, not by a setting you control yourself; check those documents for the precise scope, including backups, logs and support access.

RisingWave is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs RisingWave together with your other vendors and gives a total score, a heatmap and the main risk drivers.
