ScreenToGif: sovereignty score and 8 European alternatives

ScreenToGif is a free Windows application that records part of the screen, a webcam feed or a sketchboard. You then edit the recording in a built-in editor and save it as an animated GIF, APNG, video, PSD or PNG. It is a desktop application that you download and run locally; no cloud service from the maker is needed.

The project is developed mainly by one lead developer in Brazil. No company or foundation is named behind it, and the code is on GitHub under the Microsoft Public License (Ms-PL), an open-source licence. New versions appeared in 2026. Because recordings are made and edited on your own computer, the files stay with you unless you share them elsewhere. For European organisations, the relevant point is that the maintainer is based outside the EU, while the software itself runs entirely locally.

Why digital sovereignty matters with ScreenToGif

ScreenToGif is headquartered in BR, outside the EU. Contracts and data therefore also fall under non-European law. The GDPR applies through contractual terms, but in a conflict with local legislation you have less certainty than with a European vendor.

ScreenToGif hosts data outside the EU (OTHER). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

ScreenToGif is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs ScreenToGif together with your other vendors and gives a total score, a heatmap and the main risk drivers.
