Skilljar: sovereignty score and 8 European alternatives

Skilljar is an external learning management system (LMS) for customer education and training. Companies build their own academy in which customers, partners or users take courses, follow learning paths and earn certifications. The platform can monetise training through courses, subscriptions or credits and links results to analytics on adoption and retention. Integrations include Salesforce, Gainsight, Zoom and Zendesk. Skilljar is delivered as SaaS.

Skilljar is based in Seattle, USA, and has been part of Gainsight since April 2025, a US company owned by Vista Equity Partners. The service is subject to US law, including the CLOUD Act. Skilljar states that it processes data only in the United States and stores everything through Amazon Web Services; no EU hosting option has been established. The default contract includes a data processing agreement with standard contractual clauses and a UK addendum, and a transfer impact assessment is available on request. Customers act as data controller. A European organisation registering learners must therefore allow for transfers to the US.

Why digital sovereignty matters with Skilljar

Skilljar is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Skilljar hosts data outside the EU (US). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

Skilljar is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Skilljar together with your other vendors and gives a total score, a heatmap and the main risk drivers.
