SmartBill: sovereignty score and 8 European alternatives

SmartBill is an online invoicing and accounting application for businesses in Romania. The service is cloud-based and accessible through a web browser, and the homepage states that nothing needs to be installed. The operator is S.C. Intelligent IT S.R.L., a Romanian company whose privacy policy gives a correspondence address in Bucharest.

In December 2019 the Norwegian software group Visma announced that it had acquired a majority stake in the company. SmartBill's homepage describes Visma as a guarantor of its operations and says the service runs on Amazon infrastructure without naming regions. The privacy policy cites Regulation (EU) 2016/679 (GDPR), says the company currently does not transfer personal data outside the EU or EEA, and states that SmartBill acts as a processor under an annex to its terms. For a European organisation this means a Romanian operator with a majority owner in the EEA; the AWS region and any sub-processor list should still be confirmed before use.

Why digital sovereignty matters with SmartBill

SmartBill is headquartered in RO and therefore falls under European law: the GDPR, NIS2 and the Data Act. No foreign legislation can compel access to your data. The ultimate owner is based in NO, also within Europe.

Data is hosted exclusively in the EU, so SmartBill scores best on data residency.

SmartBill is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs SmartBill together with your other vendors and gives a total score, a heatmap and the main risk drivers.
