Split: sovereignty score and 8 European alternatives

Split is a feature management and experimentation platform, now branded "Split by Harness". Teams use it to create, target and manage feature flags, roll out features gradually, and monitor each feature's effect on system performance and user behaviour, with alerts that identify the flag behind an issue. It is delivered as a SaaS service.

Split is a US company. Harness, headquartered in San Francisco, announced its acquisition of Split in May 2024, and the deal closed in June 2024, so the ultimate parent is American. Harness's documentation for its Feature Flags product states that it does not provide a European data residency option, although its SDKs by default send no personally identifiable information unless a team passes it as an attribute; the same page applies to Harness products and should be confirmed for Split. Split is a commercial product and not open source. A European organisation should keep personal data out of flag attributes and agree data processing terms with the vendor.

Why digital sovereignty matters with Split

Split is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Split hosts data outside the EU (US). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

Split is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Split together with your other vendors and gives a total score, a heatmap and the main risk drivers.
