Tabby: sovereignty score and 6 European alternatives

Tabby is an open-source, self-hosted AI coding assistant, positioned as an on-premises alternative to GitHub Copilot. A single server provides code completion, an in-IDE answer engine, inline chat and data connectors, with an OpenAPI interface for integration into existing infrastructure. It is self-contained, needing no separate database or cloud service, and runs on consumer-grade GPUs. It is typically started as a Docker container with a locally chosen model. The source is licensed under Apache 2.0, apart from enterprise-edition code under a separate licence.

Tabby is developed by TabbyML, Inc., which also offers team and enterprise plans and a newer agent product, Pochi, as a cloud solution. When Tabby is self-hosted, models and source code stay on infrastructure that you control, and the project states that no cloud service is required. The privacy policy on tabbyml.com covers website visitors and customers and does not describe telemetry of self-hosted instances.

Why digital sovereignty matters with Tabby

Tabby is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Tabby hosts data outside the EU (self-host). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

Tabby is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Tabby together with your other vendors and gives a total score, a heatmap and the main risk drivers.
