Tsugi is a framework for building learning tools and integrating them into learning management systems (LMS). It takes over much of the low-level work for multi-tenant tools that use IMS Learning Tools Interoperability (LTI) and related standards, and provides library and database code that receives and models incoming LTI data. The project is an incubation project within the Apereo Foundation; the website names Charles R. Severance as contact and copyright holder. The software is open source under the Apache-2.0 licence and can be self-installed, for example with Docker or manually with a MySQL database.
Besides self-hosting there are hosted options: TsugiCloud, a free hosted server and app store for Tsugi tools, and Learning Experiences, a commercially hosted server. The website does not state in which country or region these hosted services run. An organisation that wants control over location and jurisdiction can run Tsugi on its own infrastructure in Europe, since the source code is freely available and modifiable.
