Twilio SMS is a programmable messaging API for developers. With the Programmable Messaging API you send and receive SMS, MMS and WhatsApp messages, for example for alerts and verification codes; the Conversations API supports two-way, multi-channel conversations. According to Twilio, the platform reaches more than 180 countries and provides compliance tooling such as sender registration and opt-out management, delivery monitoring and a choice of sender types. Twilio is delivered as a cloud service through a REST API, with libraries for Node.js, Python, Java and PHP, among others.
Twilio is headquartered in San Francisco and is not open source. As a US provider, it falls under US jurisdiction, including the CLOUD Act. Twilio documents EU data residency for SMS in its Ireland (IE1) region: message body and phone number are processed and stored there up to the point where its connections to telecom providers begin. Telecom providers may process data outside the EU, and personnel outside the EU may access data for support.
