URBO: sovereignty score and 8 European alternatives

URBO is a modular open-source platform for city apps through which municipalities bring services and information for residents together in one place. The app, for iOS and Android, retrieves data from a municipality's own systems and groups it into modules such as news, events, citizen services, parking, points of interest, waste calendar, construction sites, citizen participation, surveys, NINA emergency alerts and push notifications. A city decides which modules are active and adapts the branding. A CMS and interactive information stelae are also part of the offering.

URBO is developed and maintained by SWCode GmbH in Soest, Germany, with support from the federal Smart Cities model projects programme. The source code is published under the EUPL-1.2 on OpenCoDE. According to the vendor, URBO runs entirely in the cloud, is hosted in Germany and is GDPR-compliant. The vendor names Soest, Bamberg, Kassel and Wesel among its references. Because the code is open, a city can in principle also change service provider.

Why digital sovereignty matters with URBO

URBO is headquartered in DE and therefore falls under European law: the GDPR, NIS2 and the Data Act. No foreign legislation can compel access to your data.

Data is hosted exclusively in the EU, so URBO scores best on data residency.

URBO is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs URBO together with your other vendors and gives a total score, a heatmap and the main risk drivers.
