Windsurf is an AI-powered integrated development environment (IDE) in which AI agents carry out development work; its Cascade agent performs multi-step edits across files and a Tab feature completes code. Since June 2026 the product has been offered under the name Devin Desktop, built on the Windsurf IDE, with a central place to manage local and cloud agents. It works with multiple models and with MCP servers. Windsurf for JetBrains remains available, and existing plans, including legacy Windsurf Enterprise, are unchanged. The IDE is a desktop application connected to cloud-based AI services.

Windsurf was acquired in July 2025 by Cognition, the maker of Devin, a US AI company based in San Francisco. Cognition took over the intellectual property, product, trademark and remaining employees. Windsurf is commercial, closed software, and the sources consulted describe no self-hosted version. For a European organisation, ownership by a US parent means that US jurisdiction, such as the CLOUD Act, may be relevant for code and prompts sent to the service.
