Zetaly: sovereignty score and 8 European alternatives

Zetaly is software for optimising mainframe systems, developed by zCost Management SAS. The offer has two parts. Mainframe FinOps controls costs: Zetaly Automated Capacity (ZAC) manages capacity per logical partition (LPAR) in real time to reduce the peak on which IBM software licences under Advanced Workload License Charges are billed. Mainframe observability collects and enriches operational mainframe data with the Zetaly Data Platform (ZDP) and presents it in dashboards organised by business domain with Zetaly Service Intelligence (ZSI).

According to the vendor, ZAC runs on-premise in your own environment. You can run ZDP yourself or take it as SaaS, where Zetaly operates the data-platform layer. The company is headquartered in France, with an office in New York, and names no parent company. The vendor does not state where SaaS data is hosted, so ask before letting mainframe data be processed there. When you run it yourself, the data stays in your own environment. The software is not open source.

Why digital sovereignty matters with Zetaly

Zetaly is headquartered in France and therefore falls under European law: the GDPR, NIS2 and the Data Act. No foreign legislation can compel access to your data.

Zetaly runs on infrastructure you choose and control yourself. You decide where the data lives, including fully within the EU if you want — this is not a fixed hosting choice made by the vendor.

Zetaly is closed source, but you run the software yourself on your own infrastructure. The encryption keys and the runtime therefore stay under your own control, though you cannot audit or modify the source code. Ask about export options and open standards to limit software-level lock-in.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Zetaly together with your other vendors and gives a total score, a heatmap and the main risk drivers.
