Astra Linux is a Linux operating system derived from Debian that uses .deb packages. It is developed by RusBITech, a company based in Moscow. Several editions exist, and the Special Edition holds a security certification. The system is mainly used by Russian government and armed forces bodies, and also by police and by educational and healthcare institutions. State-linked companies also use the system.
RusBITech is a Russian joint-stock company headquartered in Moscow, outside the EU and the EEA. For a European organisation, the developer's jurisdiction is therefore the main sovereignty consideration. Licences differ by edition, so the complete product should not be assumed to be open source. Anyone evaluating the system should also review delivery, update and support arrangements with the developer.
