CockroachDB: sovereignty score and 8 European alternatives

CockroachDB is a distributed SQL database from Cockroach Labs. Every node can accept reads and writes; capacity grows by adding nodes without manual sharding, and data is rebalanced automatically. The database speaks the PostgreSQL wire protocol, so many drivers and ORMs work with it. It is delivered in three ways: fully managed by Cockroach Labs on AWS, Google Cloud or Azure, in your own cloud account (BYOC), or self-hosted on Kubernetes, on-premises or in hybrid setups.

Cockroach Labs, Inc. is a private US company headquartered in New York and falls under US jurisdiction, including the CLOUD Act. The cloud service offers European regions, including Frankfurt, Ireland and Paris, which allows you to keep data within Europe. The project began in 2014 as open source under Apache 2.0; releases from 18 November 2024 (v24.3) are published under the CockroachDB Software License. That is a source-available, proprietary licence and not open source. Self-hosting therefore still depends on the licence terms of a US vendor.

Why digital sovereignty matters with CockroachDB

CockroachDB is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

CockroachDB hosts data in US, EU. Exactly what stays within the EU — and what does not — is defined by the vendor's data processing agreement and sub-processor list, not by a setting you control yourself; check those documents for the precise scope, including backups, logs and support access.

CockroachDB is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs CockroachDB together with your other vendors and gives a total score, a heatmap and the main risk drivers.
