CyberArk: sovereignty score and 8 European alternatives

CyberArk is an identity security and privileged access management (PAM) vendor. Its platform secures human and machine identities: it protects and rotates privileged credentials, controls and monitors privileged sessions, manages secrets for applications. Organisations buy it as a subscription-based Identity Security Platform, including as a cloud service.

CyberArk was founded in Israel in 1999 and is headquartered in Petah Tikva, with its US headquarters in Newton, Massachusetts. Since February 2026 it has been a subsidiary of Palo Alto Networks, a US company based in Santa Clara, California, which now presents the platform under the name Idira, built on CyberArk's legacy. For a European organisation this means a US ultimate parent, so US authorities can in principle demand access to data under the CLOUD Act, whichever region hosts it. Agree on the hosting region of your tenant and on the sub-processors involved in the contract.

Why digital sovereignty matters with CyberArk

CyberArk is headquartered in IL, outside the EU. Contracts and data therefore also fall under non-European law. The GDPR applies through contractual terms, but in a conflict with local legislation you have less certainty than with a European vendor. The ultimate owner is based in US. Foreign control undermines part of the certainty a European headquarters offers.

CyberArk hosts data outside the EU (US). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

CyberArk is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs CyberArk together with your other vendors and gives a total score, a heatmap and the main risk drivers.
