DBeaver: sovereignty score and 8 European alternatives

DBeaver is a multi-platform database tool for developers, SQL programmers, database administrators and analysts. It offers an SQL editor, data editor, schema editor, ER diagrams, data import and export, execution plans and administration tools, and supports almost any database through JDBC or ODBC. It is delivered as a downloadable desktop application; alongside the free Community Edition there are commercial PRO editions.

DBeaver is developed by DBeaver Corporation, which lists a Delaware address in the United States on its contact page. The Community Edition is released under the Apache-2.0 licence. You run it on your own workstation, so connections and data flow directly between your machine and your databases. The PRO editions are commercial and subject to the company's licence terms. The latest version on the project site, 26.2.2, was released in October 2026.

Why digital sovereignty matters with DBeaver

DBeaver is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

DBeaver hosts data outside the EU (US). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

DBeaver is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs DBeaver together with your other vendors and gives a total score, a heatmap and the main risk drivers.
