Deepin: sovereignty score and 8 European alternatives

Deepin is a Chinese Linux operating system with its own Deepin Desktop Environment (DDE), developed by Deepin Technology in Wuhan. It is offered as an installation image for computers, and its desktop applications are built on the company's own DTK toolkit. The source code is published on GitHub and is mainly licensed under the GPL; the distribution also includes some proprietary programs, such as Google Chrome and Spotify.

Deepin Technology is a wholly owned subsidiary of UnionTech and is based in China. The operating system is therefore under Chinese corporate control and Chinese jurisdiction. The official pages do not say where user services are hosted. For a European organisation the open-source core allows inspection, but the development process and corporate structure sit outside the European legal framework. Use in a sensitive environment calls for an independent assessment, including of how updates are delivered and where packages come from.

Why digital sovereignty matters with Deepin

Deepin is headquartered in CN, outside the EU. Contracts and data therefore also fall under non-European law. The GDPR applies through contractual terms, but in a conflict with local legislation you have less certainty than with a European vendor.

Deepin hosts data outside the EU (OTHER). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

Deepin is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Deepin together with your other vendors and gives a total score, a heatmap and the main risk drivers.
