Démarche Numérique: sovereignty score and 8 European alternatives

Démarche Numérique is a platform for digitising administrative procedures. It combines a form builder, which a public body uses to set up online applications, with an environment in which officials process the files that are submitted. The service is connected to several French state services, such as FranceConnect, API Entreprise, API Géo and BAN. It was previously called demarches-simplifiees.fr and is offered as a ready-to-use online application for public bodies, with a GraphQL API for integrations.

The software is developed, hosted and maintained by the Direction Interministérielle du Numérique (DINUM), the French inter-ministerial digital directorate in Paris. The source code is on GitHub under the AGPL-3.0 licence and was still being updated in October 2026. According to its legal notice, the service is hosted by OVH in France. The repository also contains deployment instructions, so an organisation can in principle run the software itself. The hosted service is intended for French public bodies.
