Host Europe GmbH is the German arm of the Host Europe Group. Since 2017 the group has been part of the American company GoDaddy, which is therefore the ultimate parent. According to Wikipedia, the group has two data centres in Cologne and one in Strasbourg, France, so within the EU. The platform is not open source.
