JabRef: sovereignty score and 8 European alternatives

JabRef is an open-source, cross-platform citation and reference manager for researchers and students. It collects sources by searching online scientific catalogues, importing many reference formats, fetching records from DOI, ISBN, PubMed or arXiv identifiers and extracting metadata from PDFs. You organise them in groups and keywords, find and merge duplicates, and cite with native BibTeX and BibLaTeX support, cite-as-you-write integration for LaTeX editors, and support for Word and LibreOffice. It is a desktop application with a browser extension, and your library is kept in a simple text-based file format with no vendor lock-in.

JabRef was founded in 2003 and is developed by a core team of researchers working in their free time, with a community of volunteers. Donations go to JabRef e.V., a registered non-profit association in Germany. The software is released under the MIT licence and is listed in the French government's SILL of recommended free software. Because it runs on your own computer and stores your files locally, there is no vendor cloud involved.

Why digital sovereignty matters with JabRef

JabRef is headquartered in DE and therefore falls under European law: the GDPR, NIS2 and the Data Act. No foreign legislation can compel access to your data.

Data is hosted exclusively in the EU, so JabRef scores best on data residency.

JabRef is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs JabRef together with your other vendors and gives a total score, a heatmap and the main risk drivers.
