Moodle: sovereignty score and 8 European alternatives

Moodle is an open-source learning management system that educational institutions and organisations use to manage online learning. It integrates with video conferencing, authentication and content tools, is designed to meet WCAG 2.2 AA accessibility, and has its own app for online and offline learning. You can download Moodle and run it on your own servers, use MoodleCloud (a hosted option for small organisations and individual course sellers), or work with a Moodle Certified Partner for hosting, support and customisation.

Moodle is developed by Moodle Pty Ltd, an Australian company that leads the project; its founder, Martin Dougiamas, is based in Perth. The software is released under version 3 of the GNU General Public License. Because the code is open and can be self-hosted, a European organisation can run Moodle in its own or a European data centre and so keep control of its data and keys. With MoodleCloud or a partner, the hosting location depends on the provider chosen.

Why digital sovereignty matters with Moodle

Moodle is headquartered in AU, outside the EU. Contracts and data therefore also fall under non-European law. The GDPR applies through contractual terms, but in a conflict with local legislation you have less certainty than with a European vendor.

Moodle hosts data in EU, APAC. Exactly what stays within the EU — and what does not — is defined by the vendor's data processing agreement and sub-processor list, not by a setting you control yourself; check those documents for the precise scope, including backups, logs and support access.

Moodle is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Moodle together with your other vendors and gives a total score, a heatmap and the main risk drivers.
