Netgate pfSense: sovereignty score and 8 European alternatives

pfSense is a firewall and routing platform whose project source code is distributed under the Apache 2.0 open source licence. The project is developed and hosted by Rubicon Communications LLC, trading as Netgate. Netgate also sells pfSense Plus, a commercial edition, together with TNSR routing software, its own appliances and support subscriptions. The software is installed on the customer's own hardware, in a virtual machine or on a Netgate appliance, so the configuration stays on the customer's side.

Netgate is headquartered in Austin, Texas, and its company page does not name outside investors or a parent company. As a US company it is subject to the US CLOUD Act, which can require disclosure of data a provider controls, so this matters for support relationships and any service Netgate operates for a customer. The core firewall runs on equipment the customer controls. For a European organisation the source code can be inspected and used, while the commercial Plus edition and support come from a US company.

Score your whole stack in about three minutes. Free, no account needed.

Why digital sovereignty matters with Netgate pfSense

Netgate pfSense is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Netgate pfSense hosts data outside the EU (US). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

Netgate pfSense is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Netgate pfSense together with your other vendors and gives a total score, a heatmap and the main risk drivers.
