openADS is open-source software for managing building permits and other urban-planning applications, aimed at French municipalities and other local authorities. It supports the handling of applications from receipt to decision, covering task sequencing, statutory deadlines, local urban plan (PLU) constraints and map display. Further features include document generation with a drafting assistant, dashboards with alerts, the link to the national PLAT'AU platform, multi-municipality management, and interfaces with GIS, LDAP or Active Directory and document management. It is a web application that you install yourself.
openADS comes from the openMairie community and is offered by atReal, a French company in Aubagne that also provides support and maintenance. The code is licensed under the GNU GPL (version 3 or later) and hosted on GitLab. Because you run the software on your own servers, the case files stay under your control.
